The AI systems now being trained and deployed require enormous compute — and compute requires land, power, transmission, water, capital, and above all, permission.
Permission is granted, or withheld, in hearing rooms. Comprehensive plan amendments, rezonings, special use permits, noise ordinances, substation approvals, transmission corridors: each one is a small decision about whether the future gets built here, later, or somewhere else entirely.
The local connection →After a five-hour public hearing, the Board of Supervisors voted 8–0 to deny a comprehensive plan amendment for the nearly 1,940-acre Dulles South Innovation Center, which would have permitted roughly 43 million square feet of data centers.

China is reportedly preparing to spend around 2 trillion yuan over five years building data centers nationwide, part of its ambition to surpass the U.S. in artificial intelligence.
