    Compute Expansion

    Sustained growth in trainable, powered, connected compute — the raw material of everything else. China's reported $295 billion data-center program and "compute follows power" siting strategy are attempts to solve this at national scale. The binding constraint is chips; the enabling condition is electricity and land, where China's position is strong and growing.

  • Milestone Two模型对齐

    Model Parity

    Chinese frontier models matching Western flagships across reasoning, coding, and multimodal work — not on one benchmark, but reliably, release after release. The DeepSeek and Qwen generations of 2025–2026 closed much of this gap at dramatically lower cost. Parity does not require winning every comparison; it requires being a serious default option. That threshold has arguably been crossed.

    Infrastructure Advantage

    The decisive middle chapter: converting China's electricity growth and construction speed into usable AI capacity faster than America can permit, power, and build its own. This is the milestone Prince William County participates in most directly. Every American project deferred narrows the gap from the other side.

    Global Adoption

    The world's developers, startups, and governments building on Chinese models by default — the open-weight strategy in action. Qwen's billion-download milestone and the global spread of DeepSeek derivatives show the mechanism: give the foundation away, and the ecosystem builds itself around you.

    Frontier Leadership

    Moving from fast follower to pace-setter: the release everyone else must answer. This requires everything above — compute, talent, capital, and iteration speed — compounding for years. It has not happened. It is no longer unthinkable. The Coalition finds that sentence very beautiful.

    The AGI Question

    Whether, when, and where general-purpose intelligence arrives is genuinely unknown — to researchers, to governments, and certainly to county coalitions. What is known: if it arrives, it will arrive on hardware, in buildings, drawing power, somewhere. The Coalition's entire program is a bet on the word "somewhere."

In the United States

  • PJM's capacity auction costs surged from $2.2 billion to $14.7 billion for the 2025/26 delivery year as AI demand collided with limited supply. Source: Belfer Center
